Profile

Gerry Doyle is a partner in Doyle & Bachman LLP. His practice includes counseling and representing clients in a broad range of government contracting and related matters, with special emphasis on bid protest activity, GSA schedule contracting, Service Contract Act issues, litigation of claims and alternate dispute resolution. His clients have included major suppliers of products and services in the areas of aerospace, defense, information technology and office products and equipment.

Mr. Doyle has acted as lead counsel in prosecuting and defending major bid protest cases involving information technology, aerospace/defense, telecommunications, U.S. Postal Service contracting, and healthcare before the U.S. Government Accountability Office, in federal court, and at the Federal Aviation Administration Office of Dispute Resolution for Acquisition.

Mr. Doyle has counseled clients on government audits and investigations, internal compliance programs, small business set-asides and other socio-economic programs, teaming agreements and subcontracting.  His litigation experience include defense of False Claims Act actions in federal court, state court litigation involving subcontracting and employment agreements, and litigation under the Administrative Procedures Act of Service Contract Act issues and Freedom of Information Act issues.

In the area of alternate dispute resolution, Mr. Doyle has experience  both as an advocate and as a neutral.  He has represented government contractors in mediation of significant disputes at the Armed Services Board of Contract Appeals, and other parties in mediation and arbitration of private disputes.  He is also a member of the Commercial Panel of Arbitrators of the American Arbitration Association, and on its roster of Large Complex Commercial Case arbitrators.  Mr. Doyle has acted as sole or lead arbitrator in over 70 cases, many of which involved disputes between government contractors and team members. He has also served as arbitrator for the Public Service Commission of the District of Columbia in a telephone interconnection case.

An active member of the American Bar Association Section of Public Contract Law, Mr. Doyle served on the Section Council, and is past chair of the Federal Procurement Division, the Bid Protest Committee, and the Commercial Products and Services Committee.

Prior to entering private law practice, Mr. Doyle spent six years as a reactor engineer on the staff of Admiral H.G. Rickover, as an officer in the U.S. Navy and as a civilian employee of the Naval Reactors Branch of the U.S. Atomic Energy Commission.
